Explanation
别说...就是 (or 别说...连...都/也) is a rhetorical device used to emphasize a point by introducing two cases: one more extreme and one less extreme. The logic is: "Don't even mention X — even Y (the less extreme case) is already like this." The implication is that X is even more certainly the case.
The 别说 clause usually presents the more extreme or difficult case, while the 就是 or 连...都 clause presents the easier or more basic case that already proves the point. Sometimes the order can be reversed for stylistic effect.
In spoken Chinese, 别说 can be replaced with 不要说 or 甭说. This pattern is very useful in persuasive speech and argumentation because it strengthens your point through implied comparison. It appears frequently in both formal and informal contexts.
Examples
别说跑步了，我连走路都走不动。
Bié shuō pǎobù le, wǒ lián zǒulù dōu zǒu bù dòng.

Running is the extreme case; walking is the lesser case.

The 别说 clause should contain the MORE extreme case, not the lesser one. The logic flows from "don't mention the harder thing" to "even the easier thing is already impossible."
Wrong
别说一千块，一百块我拿不出来。
Correct
别说一千块了，就是一百块我也拿不出来。
The second clause needs 就是 or 连...都/也 to complete the pattern properly.
